Additional avidence is requested to assist the Service evluate eligibility for a NIW pursuant to the tests in Matter of New York Dept of Transportation, 22 I&N Dec. 215 (Comm. 1998). (Please note: the evidence already submitted demonstrated that the proposed research employment has substantial intrinsic merit and will be national in scope).
Any available additional documentary evidence that, as of the petition priority date, you had a degree of influence on your field that distinguish you from other scientist with comparable academic/professional qualification. This evidence may include, for example, copies of additional published articles that cite or otherwise recognize your research achievements. Similarly, evidence of official recognition conferred on you by governmental entities or professional organizations may also be submitted.
我对此的理解是，USCIS的问题是针对 NYSDOT 的第三个要素要我进行进一步说明：
“The national interest will be adversely affected if a labor certification is required for the position.”
而第二段则具体指出来我需要补充的材料有 blah blah.
我的领域是 environmental sciences, 10 篇journal papers (3 1st authors) 和一堆 conference papers, 当时没有交 citation list. 六篇推荐信都是来自认识的人。
我的问题是：
1）我现在的文章被引用次数也不是太多，而且有的还是我们组的，现在递交上去，回不会构成被据的原因
2）如何说明我比同等条件的人更有资格？要多少推荐信才够？现在主要是要说明什么？是不是来自政府的比学校的管用？
