Advice needed --- Re-enter to USA 0505ch2008-04-17 16:55:05

My mom immigrated to USA in Aug 1994. She left to China in Jun 1999 and never came back. I did apply the 'Re-Entry Permit' in Nov 1999 on behalf of her and got denied as she had already left USA when the application was filed. Now she wants to come back to USA for 6 months. Is there any process/application that she needs to take for her to re-enter again? Can she simply apply for a 'B2' visa at this time? She lives in Shanghai now. I know I better call US Consulate for advice, but exactly who/where/what # should I be calling & asking for? Does anyone have any ideas how to handle this? Please share you do.
