i went through some of old posts about 2nd OPT. you mentioned in one post dated 2004-06-06 :"I confirmed your opinion in the INS helpdesk. I am eligible for a 2nd OPT for my case. CS Master's + MBA-Finance.".
can you tell me what do you mean by INS helpdesk. will you please provide the contact info, such as phone number or link etc.
i got a same situation here, but was told different things by two different advisors of the same university: one says 5 months of different status (rather than 12 months as you said) and the other said possible to deny (she saw one denial case and other cases approved).
by the way, has your application been approved? i saw in another post of yours, you were asking the processing date of Vermont: if you still have not found it, it is on the first page of www.immigration.gov, right column for processing date.
