Canada Permanent Resident application/Skill worker

July 16, first letter--File number/process started on July 10
April 6,2004, second letter---required ME, bank statement, current employer's letter(salary, position and duties, employed period...), police certificate
April 17,2004, police certificate, current employer's letter and bank statement sent.(police certificate was received on May 28, 2003 from FBI, almost 1 year old)
April 19,2004, ME mailed by clinic,
May 4,2004, Money order of Right of Permanent Residence Fee was sent and it was cashed on May 14, 2004(It should be sent on April 17 with those ducuments but I did it accidently in this way---it might delay the process)
August 7, got third letter---saying processing is complete, require my passport"We require your passports before we ca issue your immigrant visas"
My circumstance:J1 in Us 3 years, master degree,J1 ended after ME and - got background check when trying to change status
I am going to send my passports tomorrow.I am not sure if I will get visa back as I have been out of status in US for a couple of months and my old US visa was canceled when applied new visa for status change in a third country US cosulate post. But we will see in 15 bussiness days for sure.
