J-1 visa waiver RR20082008-10-14 17:29:00

I know most visitor coming to USA holding J-1 visa and he/she must serve two years back to China. If he find a sponsor from an university(USA) rather than seeking Chinese government' support, does he still need two years service? How can I waive it? Thank you.
