The current Visa bulletin puts Chinese EB3 cut-off date on 2002 Feb 1st. I think it could be off based on wrong calculation for following reasons:
- The last 4 years history showed Chinese EB3 cut-off dates were same as rest of the world in most of time. ( Archived Visa Bulletins)
- The last 2 years Chinese EB3 approval are far less than 7% country limitation. (government publish)
- There are only a few Chinese EB3 approval in last 6 months. ( webpage research/ it isn't accurate, but shows the trend.)
- Most of Chinese students who stay in the U.S. have U.S master degrees. They apply EB2. The EB3 isn't preferred for educated Chinese immigrants. The Chinese with less education are favor on family based immigration.

I think it is better if State of Department and USCIS can do research on the databases and provide more realistic Chinese EB3 cut-off date in the future. The government should be efficient, fair and willing to correct errors.
The Chinese immigrants, immigratants from other countries, and American appreciate you hard work and promoting American values in daily job.
