My question is about applying for J1 visa at the second time. My sister came to US as an exchange scholar in November 2007 with J1 visa and she came back to China in April 2008. Her J1 has expired since December 2008. Actually it was indicated she was subject to the two-year rule in her J1 visa. Currently she has plan to come to US with J1 visa again. I was wondering whether she has to request two-year waiver even for applying J1 visa before she can apply for her second J1 visa.Thanks for your help in advance!
