Yes. According to the new policy of the Education Office of Chinese Embassy DC, they start accept those non-Chinese citizens' J1 waiver application now
"Now we can accept the application of them. The same procedure on the website, and need to provide the both former Chinese passport and current passport.
Another thing I forgot to tell you is that non-Chinese citizen should
provide the application to the Education Office of the Chinese Embassy
in DC."
