NSC 4mth Processing Time - EB1 or EB2 or what? xchp2009-02-21 05:05:08

Does anyone know what the 4mth processing time is really useful for? My guess it's only useful for EB1 since priortiy date for EB2 is only 02/15/2005. Can any one share your insight? Thanks!
