I obtained H1-B years ago for my IT job, which is cap limited. Last year, I tranfer to a job in university with non-cap limited H1-B. recently, I found a job in IT and am planning to do the H1-B transfer again.

Some people said since my orignal H1-B (the first one) is cap limited, therefore my transfer this time should not be affected by the H1 quota. But still, other people said since it is a transfer from cap non-limited to cap limited, I will be affect by the H1 quota limit. Could anybody tells me which side is right? Also, if you can provide the most updated info about the H1 quota usage, it will be great appreciated. Thanks.
