但是不明白，为什么documents from the third party 要寄给Washington, DC 的 Waiver Review Division, 为什么这些材料不寄给同一个地方?
我的案例没有third party, 因为我的特殊情况, 我直接向DOS申请waiver。请问，我的申请材料要寄给哪里呢！
