I-485 pending since July 2007 under EB2 and transfered to newly approved I-140 EB-1b.

Received case updates from NSC:

"Your request to have the I-140 to be transferred has been granted. Your cases are now waiting clearance from another agency before the I-485s can be adjudicated. The adjudicating officer will be checking for your clearances weekly. As soon as this occurs your applications will be adjudicated."

It seems interfile request succeeded. Unfortunately, it seems my security clearance is not cleared. That means they just initiate my security check process? I thought they would start it after finger print. what happed here?
