I am employed in consulting company A; Through company B (by corp-corp), now actually working in end client company C.

H1B RFE needs:

1. A complete itinerary of services or engagements that specifies the dates of each sercive ro engagement, the names and addresses of the actual employer, and the names and addresses of the establishment venues, or locations where the services will be performed for the period of time requested.

2. Copy of signed employment agreement between you and the beneficiary detailingthe terms and conditions of employment.

3. Copy of an employment offer letter that clearly describes the nature of the employer-employee relationship and the services to be performed by the beneficiary;

4. copy of relevant portions of valid contracts between you and a client (with whom you have entered into a business agreement for which your employees will be utilized) that establishes that while your employees are placed at the third-party work site, you will continue to have the right to control your employees;

5. copies of signed contractual agreements, statements of work, work orders, service agreements, and letters between you an the authorized officials of the ultimate end-client companies where the work will actually be performed by the beneficiary, which provide information such as detailed description of the duties the beneficiary will perform, the qualifications that are required to perform the job duties, salary or wages paid, hours worked, benefits, a brief description of who will supervise the beneficiary and their duties, and any other related evidence;

6. A description of the performance review process; and/or

7. Copy of your organizational chart, demonstration the beneficiarys supervisory chain.

 besides all reqirements we can provide above,My company lawyer (company A's) issued a template letter for verification of project in company C, which is needed to be signed by HR of company C, but 10 days passed, still pending in HR, my question:

if company C's HR won't sign this lettle,  my lawyer said like "We can work around the issue. Can he(HR) give you an e-mail stating that he’s unable to sign the letter due to their policy? We can use that e-mail in place of the letter. (It will indirectly acknowledge that you are working there. We just need to tie you to the client site in some fashion).

Is the lawyer correct?
