Ｉ used up my OPT and CPT with the PhD degree. I came back to school to a master program after losing my job. So, F1 student.
Am I eligible for CPT for the master program? BTW, I have studied for 1 year here.

Perhaps,it has to do with how we interpret this sentence:"A student may be authorized 12 months of practical tra ining, and becomes eligible for another 12 months of practical training when he or she changes to a higher educational level." It doesn't say that we may not be authorized if we changes to a lower level. Also unclear to define level. Only degree? How about from non-STEM program to a STEM program?
