好象以前在此读过递交I130以后受惠人可以申请B1/B2签证.因为兄申请弟姐妹移民过程长达十几年.在此期间若他们来美可申请B1/B2签证.可是USCIS stated below不知是啥意思?是不是短住可以常住不行? 请大师解释一下. 多谢了.
