Should I ask them to do it when I am still in Europe or until I begin to prepare waiver?

I registered in Embassy in Paris embassy but have not receive any reply. Should they give me a notice or an ID number? Have you met any special problems in J1 waiver? Any message from person who had stayed in Europe and came to the US on J1 status are highly appreciated?
