H1B visa stamp in Mexico synthia 文学城

I am working in San Diego, and want to go to the closest united states embassy in Mexico to get my H1-B visa stamped. Anyone can kindly tell me the website where I can make an appointment? Has some one recently had visa stamp experience in Mexico? Is the chance high that they do background check? I am a EE hardware engineer.
