to where? "Department of Homeland Security" or "US Citizenship and Immigration Services".

I-485 form's instruction says payable to ""Department of Homeland Security", but on the INS website of general information it says payable to "US Citizenship and Immigration Services". Can someone kindly tell me where should I payable to ? Thanks a lot.
