今天收到了一封从 US Department of Homeland Security , Immigration and Customs Enfrocement一封信，(这信是邮寄到学校的外国人服务中心)原话是

The check is now stale dated and void. Please contact the debt management center in writing at the address before to confirm your correct mailing address, and include your aline number or receipt number, and the reference number, so that we may re-issue your refund payment.

然后我打电话到该人，说是以前多收了我的费用，现在要退，退什么费用呢？我以前申请过 H1，H4(for family)，I140 and I485. 说是多charge了我，可我都是按人家规定交付费用的，一份钱都没有多交过，难道以前收费多了，现在退？
