大家好， 我是一名在读ph.d学生。昨天我去Houston 办事，遇到了一件非常棘手严重的事情-收到 Houston metro police 发出的 metro theft-of service misdemeanor citation. 事情是这样的，我因为是第一次坐Houston 的轻铁，根本不知道怎么买票，以为是在车上买的（而且站上卖票的机器很不明显）。等我上了车，根本找不到买票的地方。这时 车门已经关了。我在车上正想着怎么买票，也在想也许Houston 轻铁是免费的？这是车已经到站，而且有几个警察已经上车来了，要查票。我跟警察解释了我的情况，但没用，因为我没能出示票，我因而被发了citation.
我仔细读了citation。上面说The administrative resolution is to pay a $75 adminstrative fee to metro (police recoeds section) within 30 calender days of citation date. By taking advantage of this payment option, you cannot dipute the citation, but you can advoid going to court and the possibility of incurring a criminal record.
居于这种情况，我的原则肯定是选择pay $75,不要有负面纪录. 但有几个问题：1，因为这是police 发出的citation, 不知道我被罚了款之后能不能去掉我的纪录。2，因为citation 上说："by paying this free, you cannot dispute the citation“ 这是不是说我就因而默认我是"theft of service"? 3. 即使我能免去 criminal record，但不知道 有无administrative fine record ？ 这种record 有无负面影响？也不知道现在美国的对外国学生的跟踪系统有没有对这件事有纪录，有的话，对以后申请回国探亲的背景检查有何影响以及以后的绿卡申请有何负面影响？
