I am planning to sponsor my parents from China to visit Canada for a tour trip, and I recently read a note from Air China saying that if one

· is with non-immigration (e.g. visitor) visa, and

· never travel beyond China, and

· The non-immigration visa is issued in Canadian Consulate General Hong Kong office.

One is not able to depart from Beijing to Canada. I have Contacted Air China Travel agents, and they said it is a recent immigration policy of Canada. I am not sure if this bit of information is valid and I am not able to find any relevant information from the CIC web site on this subject. I am wondering if you can verify this for me since this will greatly impact my plans with my parents.
