Postdoc at a University work on advance e-o material,
11 paper(first author), ( not much citations)10 presentations, 2 US patents, reviewer of one major journal.

RFE received recently, requested further evidence on the 3rd prong.
(one and a half page long)

One of my notale point in my case is: I received an job offer from a private company in 2003. My job duty will mostly focuse on a military project supported by Department of Defence. Just before I move to the company, the company received a notice to be asked that all the employees involved in this project had to be at least a permanent resident and need to pass background check. Finally I failed to join the company, but the company provided a letter states that my skills can benefit the national interest to support my GC applicaton.


My question is how to prepare for the reply (any comments welcome)

Can I just collect several more recommendation letters, to say I Am very good? My boss currently sever as a chair of a big society in my field, can I ask him to write another letter, from the view point of the chair of this society, to judge that I am better than average?

My lawyer asked me to collect letter from people who cited my paper, saying how my research finding had helped their research work. The problem is that I don't have much citations (~15times), most of the authers cited my paper from Japan, india, korea, and Europe, only one paper is from America. I don't know any of them, and do the letter from foreign country count?

The 3rd, it must be established that alien will serve the national interest to "a substantially greater degree" than would an available US. worker having the same minimum qualifications.
It is this third prong that has not been adequately documented.

You must establish the significance of your work.: submit evidence related to your ability to perform the duties of the proposed employment position. To be considered in the national interest you must make a showing significantly above the necessary to prove the "prospective national benefit" required of all aliens seeking to quallify as "exceptional" Execeptional is defined under service regulations as ..." a degree of expertise significantly above that ordinarily encontered in the sciences, arts. or business"
