hi there, I've just graduated, I have a student visa expiring soon, and I don't have a active SIN number

My question is, if I'm hired, does the employer have to wait for me to apply for a work permit, and an active SIN, before they can officially hire me and pay me ? What comes first ? Starts working or getting the work permit before starting work.
