I got the reply from the director of internation student office in our univ.
I think she will end my F1 in the SEVIS after I get my H4 approved. I am glad about the result.

You do not need permission from your advisor. Changing your status is an
immigration matter not an academic matter. However, it would be advisable
that you notify the graduate school of your plans. For that task, I think
you would need a letter from your advisor.

A letter from your advisor would help Dr. YY understand the need to grant
you part-time attendance to Univ.

Your lawyer is correct. You are an F-1 until your H-4 has been approved.
Please inform me once your H-4 has been approved. We would have to ammend
your status in our office. Remember that once your F-1 status ends, so do
your F-1 privileges (employment, CPT, OPT, etc.). If and when you decide to
resume your F-1 status at a later date, you will have to request a new I-20.
