When Department of State determined the cut-off date, they estimated it based on the approved 140 submitted by USCIS.
It’s disturbing news because many people thought DOS was too conservative to estimate the cut-off date. Personally I thought DOS had weighed in 300K labor cases at backlog center but they were NOT in the calculation.
