RE: Moratorium imposed on filing permanent residency petitions

The Office of International Services (OIS) is imposing a moratorium on all
new permanent residency cases effective October 19, 2005 until January 13,
2006. This moratorium is due to recent changes in the interpretation of
the permanency of employment of academic professional appointments by the
United States Citizenship and Immigration Service (USCIS) with regard to
employment-based immigrant petitions ("green card"
applications). Recently, the USCIS has made the determination that
"permanent" employment is defined as tenure or tenure-track with respect to
Research appointments, which will greatly impact the outcome of the
majority of UIC's petitions.

In addition, the moratorium is also being imposed as a result of the
increased volume of employment-based permanent residency requests. During
this time the OIS will be able to assess staffing needs, procedures and the
OIS fees associated with these types of cases.
