My parents' b2 visa got rejected before due to immigration intention.

Now I am in a process of getting citizenship. I would like to help them applying for green card. I have two options:

1) Get citizenship certificate. Have them to apply for b2 visa again. If lucky, they can come to US and get green card here. Question: will their visa be rejected again due to immigration intention now I am a citizen? When is the best timing to try b2 visa?

2) After getting citizenship, submit form I-130, then have them go through 485 interview in Guang Zhou. I heard once you are in this line, you no longer can apply for non-immigrant b2 visa any more. Is that right? How long this option will take?
