My labor certificate was approved in June 2003. But the law firm never received the labor certificate. I found it out in April 2005. The lawyer filed the I-140 in July 2005. He asked the immigration office to request the duplicate labor certificate from the Labor Department. He has been asking help from the congressional office in my state to pressure the Labor Department to issue the duplicate copy. There has been no progress so far. No one heard a word from the Labor Department. And no one knows which processing center has the labor certificate. I asked the lawyer to file an exception. But I don't know if there is any policy regarding the exception of approving I-140 without a copy of the labor certificate. Could you please let me know if you had or heard of this kind of cases before? I'm very grateful if you could give me some suggestions.
