You must establish you have a past record of specific prior archievement that justifies projections of future benefit to the national interest.
You must establish in some capacity, your ability to serve the national interest to a substantially greater extent than the majority of your colleagues. You must demonstrate to some degree your influence on your field of employment as a whole.

Actually, I submited a national award in China, review for two jounals, membership, two media report in USA magazine, 20 journal publications (5 fist author articles, 110 citations from 20 countries), 10 reference letters (7 independent, including FDA and NIH retired expert, research director in France, 3 scientists/director in industry, 2 professors in acedemia).
I thought the organization of my cover letter may have problem.
