I'm working on H1B DIY. I have many questions that I can't find the answers online.

1. Which form should I use if I want to use US 20K masters' quote?
I can't find any regulations regarding how to file for 20K masters' quote from the USCIS's Website. Do you have the copy of the official regulation?

2. Should I e-file I129? What is the difference between paper filing and e-filing?
I feel more comfortable to use I-129 paper form. But it may reduce mistakes using e-filing.

3. In the form of H-1B Data Collection and Filing Fee Exemption Supplement, Is the beneficiary an exempt H-1B nonimmigrant? Is it because the beneficiary has a master's or higher degree in a speciality related to the employment?

I answer yes for both questions because I have a master degree. Am I right to these two questions?

4. In the form of H-1B Data Collection and Filing Fee Exemption Supplement,Part C. Numerical Limitation Exemption Information, No. 7 question is Has the beneficiary of this petition earned a master's or higher degree from a U.S. institution of higher education, as defined in the Higher Education Act of 1965, section 101(a), 20 U.S.C. section 1001(a)?

I answer yes. But I don't know whether my university is a U.S. institution of higher education, as defined in the Higher Education Act of 1965, section 101(a), 20 U.S.C. section 1001(a). I am from The University of Georgia. I think this question is used to identify whether the beneficiary is qualified for 20K quotes. Am I right about this?
