My mom has a third B2 visa appointment at middle of Sept. I am U.S.citizen, my mom's B2 visa got rejected twice last year.

If she rejected by embassy again this time, I want to apply the green card for her. I knew it will take 1-1.5 year. After I file the I-130 for her, before the case will be transfer back to China, can I let her try B2 again? I mean that I only file the I-130 for her inside U.S., is that U.S. embassy in China knowing this information?

Another issue, My dad was in air force in China, can I apply the green card for him? Is that true that it is very difficult for the army(he is retired now) to get green card.

After you filing an I-130,it's impossible she gets a B2
