I've applied I-130 for my Mom. She is in Canada visiting my sister right now. Can she go to the American Consulate at Toronto after her I-130 is approved? She is 69 yr old and has a hard time taking a long flight back to Guangzhou so please help if there is any way I can ask the USCIS to send her documents to the Toronto Consulate.
