I was inspired by PROB's post on 09/12/06 called "485 approved after lawsuit". From that post I realized I can sue USCIS by myself. After registered an account at PACER ( http://pacer.psc.uscourts.gov , you can search all the court records there), I found several cases very similar to mine. All of them were approved 1-2 months after filing . I used their complaints as my template. Try to write the complaint in a professional way, I read one person ask for attorney fee for relief. Since he sued USCIS Pro-Se (by himself), Asking refund for attorney fee would not be applicable.I just used 140,485 receipt, fingerprints notice, inquiry from USCIS, response from the congressman for exhibits.
Personally, I think if your I-485 case is pending for more than two or three years and your visa number is immediately available, you should get ready to file WOM to USCIS. A few weeks research and $450 ($350 filing fee, $50 for PACER research $0.08/page, $50 for mailing summons), what else can you lose except the frustration of waiting?
