I was admitted as a Ph.D student, and studied in that study program for two and half years. I changed my study program from Ph.D to Master in the beginning of this semester. I am going to graduate on May 2004. By now I don't have any degree in US. But the coordinator of regulatory compliance in my school insist that I am not eligible to apply for OPT. The reason is that I am changing from high level to low level. She said studying in Ph.D program for 12 months means I was at Ph.D level. Is that true?
