Experienced please give me soem suggestions
I was admitted to a Ph.D program two and half years ago then changed from the Ph.D program to a Master program in the beginning of this semester. I am planning to graduate in May, 2004. By now I don't have any degree in US.
The coordinator of the University international affairs insisted that I am not eligible for a OPT. The reason is that I am changing from high level to low level. She even also marked in my II-20 as follows: This student transfered from Ph.D. Level to M.S. level. However, for the same case, it is ok in another university.
I want to know where I can appeal to and which department I should complain
