Extended H1B go abroad? Fairrc 文学城

My H1B renewal(7th yr) is pending for over 4 months! whoever knows the possible reason would be highly appreciated?
And if the renewal is proved, can I go abroad and apply new visa stampt in US consulor? I heard the renewal visa is only valid during your stay in US, can't go abroad....
