申请过EB3, 鉴于目前形势准备博一博申请EB2. Prevailing Wage Determination Letter from the State Prevailing Wage Unit 中有以下一段话：
Reminder: A request for Department of Labor Employment and Training Administration review of the prevailing wage determination must be sent to this office within 30 days of determination date above. The request must set forth the particular grounds for review and include a copy of the PW determination. An employer-provided alternative survey ted subsequent to a prevailing wage determination based on the OES survey, or materials ted as the single opportunity to provide supplemental information, must also be included. Your request will be forwarded to the Certifiying Officer, DOL/ETA within 20 days of receipt.

I am very confused about the "REQUEST FOR REVIEW", does it mean that we need to REQUEST the state Prevailing Wage Unit to the Prevailing Wage to the DOL CERTIFING OFFICER for review?
My attorney said that we can file the ETA 9089 directly without the "REQUEST FOR REVIEW". She said that we can just put the Prevailing Wage Determination in file for record in case in the future DOL will ask for the document.
