I just come out from that 360,000 BEC on EB3 with PD 11/03
These are my study result for I-485 BEC.
1. 750,000 waiting outside of the door now(I-485), and can get into the door by Aug,17th if you have everything done( papper work).
From Oct, your PD will let you know if you can get into the door or not.
2 Once you get into the door, USCIS will open your file and process your case by RD,not PD. Also your EAD, AP, NC. At this time frame, doesn't matter you are EB1, NIW, EB2 or EB3.
3. When they finish you process, then you need wait to get out of the door, which mean you can have Green Card. To get out of the door, the order will base on your PD.
So from now, USCIS will process the case received by Aug. 17th. Then from Oct, they will start receiving more case base on PD and Bulletin. So if you can nto file now, just wait until Oct when your PD is ready for file.
You do not lose so much except your EAD and AP will be later than before 8/17 filers.
I think from now to next May, it will be very slow, but after May next year, they will speed up to avoid un-use next year's number.
