I always have doubt to most answer "Yes" to Q36 in DS-156: Has Anyone Ever Filed an Immigrant Visa Petition on Your Behalf?

Since most people file I140 and 485 within US. This immigrant petition should not be equal to immigrant VISA petition. Visa is only applied and granted outside US. So why should answer YES to this question.
