what is the difference between name check and background check? 大灰狼072007-11-29 21:14:49

got info in early Nov. from local congressman's office that my FBI name check was completed and TSC was working on OT to clear backlogged I485 ...
Hope has been high since then. With the date approaching to the end of November, kind of upset. I went for infopass this morning. An officer told me it would take 2~3 years for EB I485 (my case has been pending for 17 months in TSC.). She also told me my NC was completed but my background check was still pending (there are 6 parts in background check and NC is just one of them.). She told me everything was normal (means I need to wait ...).

I got confused. Can anyone tell me what is the difference between FBI NC and background check? Which goverment agency is doing the background check?
