My attorney sent me this email today. Is this true? What states will be affected? Is 485 processed by field office or USCIS service center?

"I got this from a colleague in Omaha this morning:
Many of you have seen the new CIS memo stating that if an I-485 is being held up ONLY for an FBI name check, and is otherwise approvable, they will approve the I-485, if the FBI name check has been pending over 6 months.
Well, Ken xxxxx informed me this morning that the District Director in Kansas City has instructed the field offices (including OMA and DSM) to DISREGARD this memo, and not to move on any I-485s that are waiting for name checks.
He doesn't know how other offices or service centers are handling this, so we should assume for now that this is only District 15 (Kansas City) that is ignoring the memo.
