I have a question: I want to apply for H1B in 2008, can I submit my application in advance before Apr.1st, 2008? If my forms come in before 04/01/2008, the USCIS will consider its processing date is 04/01/2008, right?

Do you think there will be any major changes during Mar. 2008? For example the mailing address changes, etc.
