NIW:140/485 concurrent or not? J-1er 文学城

I'm about to sumit green card application based on National Interest Waiver(NIW) to Texas Service Center(TSC). Based on currrent situation, should I submit I-140/I-485 concurrently or, file I-485 after getting I-140 receipt?

Thanks for any suggestions.
