My friend got EAD at Nov.,2007 and her TN Visa was expired on March 30,2008.She submitted her H1-B application on April 01,2008.Now she got following requests from USCIS:

The record shows that the nonimmigrant status(TN) of the beneficiary expired on March 30,2008.The evedence available to the United States Citizenship and Immigration Service shows that the beneficiary is not eligible to change status to H1B.If petition can be approved and a change or extention of status cannot be approved.In part 5,#1.,you were requested to indicate a Consulate.Pre-flight inspection,or Port of Entry.No entry was made.
1) Please submit the City location of a Consulate,pre-flight inspection,or Port of Entry where the beneficiary may apply for their visa.Or,
2)Submit evedence that shows the beneficiary had been maintaining a valid nonimmigrant status,as a TN,at the time of filing this petition.

Could you please tell me how she reply this REF and use which Form of USCIS?
