现在使用OPT在上班，马上要过期，不知道有没有前辈在州政府部门申请non-cap的H1b？

法律条文上说Governmental Research Institution的工作qualify for non-cap H1b, 不是很确定我的部门是否算是个Governmental Research Institution.

如果qualify的话，我的工作（研究类）不应该subject to the annual 65000+20000 quota， 对吧？
