Need help ungerntly: Beijing VO issued wrong visa Blueisu2008-10-01 18:23:40

I just got a message from my wife that the female Indian VO at USA Beijing Embassy issued a H1B visa to my wife for a H4 visa application. My wife is coming back with our little son by the end of this month. Who in USA Beijing Embassy or Shanghai Consulate should I contact to correct this mistake as soon as possible? I tried to call the officer in charge of visa application in Beijing but phone was transfered to voice mail.
