本人情况: second-year assistant professor in a good Engineering school, 6
journal articles (only about 15 citations totally), 15 conferences papers, 6
fellowships and awards (all obtained in graduate studies), reviewer once
for one journal and panelist once for NSF,submitted 7 letters (2 from
government, 5 others from universities, no foreign countries).
I got the RFE today, as attached in the following. Basically the officer
questioned every criteria needed. He/She seems ignored what have bee
presented in my first application. 原文如下:

This petition, filed on …, seeks to classify the beneficiary as an
immigrant under section ****, that is, an outstanding professor or
researcher. As evidence that the beneficiary, an assistant professor in***,
is eligible for the classification sought, the petitioner submitted
photocopies of the beneficiary’s academic credentials; documentation
regarding accolades and fellowships which he received; documentation
regarding organizations to which she belongs; and letters of support written
by others on the beneficiary’s behalf. The record shows that beneficiary
is a respected researcher, but it is not sufficient to show that she is
eligible for the classification sought.

be accompanies by:
(i) Evidence that the professor or researcher is recognized
internationally as outstanding in the academic field specified in the
petition. Such evidence shall consist of at least two of the following:
(A) Documentation of the alien’s receipt of major prize or awards for
outstanding achievement in the academic field;
The record shows that the beneficiary has received different academic
accolades as well as fellowships, but these do not appear to be major prize
or awards for outstanding achievement. If further evidence of this criterion
is submitted, please explain the reputation of the organization granting
the award, the significance of the award, and the criteria used to select
the recipient.
(B) Documentation of the alien’s membership in associations in the
academic field, which require outstanding achievements of their members;
The record shows that the beneficiary belongs to different organizations,
but it does not appear that these organizations require outstanding
achievements of their members. If further evidence of this criterion is
submitted, you must also submit evidence of the requirements which must be
met for membership.
(C) Published material in professional publications written by others
about the alien’s work in the academic field. Such material shall include
title, date, and author of the material, and any necessary translation;

(D) Evidence of the alien’s participation, either individually or on a
panel, as the judge of the work of others in the same or an allied academic

The record shows several letters written on the beneficiary’s behalf,
several written by those who are not personally familiar with him. If
additional evidence of this criterion is to be submitted, it must show that
others consider her work to be important.
(E) Evidence of the alien’s original scientific or scholarly research
contributions to the academic fields; or
The record shows that the beneficiary has co-authors several published
articles. If further such evidence of this criterion is to be submitted,
please also include information regarding citations of these works.
Please not that the mere submission of two or more of the above items may
not establish eligibility for this classification. The evidence must clearly
demonstrate that the beneficiary is recognized internationally as
outstanding.
