I have an question about difference between transfering H1 (find a new job before laid off) or reapplying a new H1 (find a new job after laid off). I have h1 now, but the company will lay off people recently. I am wondering if I should look for job now or wait after I am laid off.

I just called my lawyer. He told me it is about same technically for h1 visa apply, since I still can change to H4 if I am laid off, then I can repply a new H1 when I find a job. He said I do not need 2005 quota because I had an H1 before. But I thought if I reapply(in same field), I definitely need a 2005 quota, transfering H1 does not need a quota. Am I right?

what is the difference between transfering and new petition in terms of documents preparation and quota? Anyone please confirm this? If I do not need a quota when I reapply, I will wait them to lay off me then look for a job, as I applied GC in this company 1 year ago. I will not feel such big pressure in that case. Thanks a lot!
