I－140 申请交到CSC，后转到TSC并在TSC批准。现居中西部。I－485交到NSC后转到TSC。
现在想I－824转领事馆处理。首先根据I－824表的instruction送到了TSC。结果背退回，并付一个复印的notice，其中一句“the form filing instructions are by geographic jurisdiction and form type." 在打电话到customer service后说是根据form instrution应file到TSC。结果被二次退回。今天打电话到customer service数次，结果各人莫衷一是。最主要有几个可能：

CSC，因为最初是交到CSC的，虽然在TSC批的，但CSC "own the application"
TSC,因为form instruction如是说。
NSC，应为现居其辖区。
