why CIS asks me to file I864 not i864EZ? xiaohuahua 文学城

I sent the I864EZ form, because my hu*****and only sponsors me in I130,
but now CIS gave me a letter saying I am not qualified to use EZ,
thanks? sorry not typing in chinese.
